REPORT ON ORDINANCE No....31....................... of tor 1921.
I have examined the accompanying Ordinance intituled
An Ordinance to regulate the imposition of the penalty of stocks,
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
2.
The object of this ordinance is to abolish the penalty of stocks except for the offences of kidnapping, trafficking in women and girls for the purposes of prostitution, and living on the proceeds
of prostitution.
3.
There has been for some time a feeling amongst the Chinese
the abolition of the community in favour of somewhat antiquated penalty of stocks, and
in August last the District Watchmen Committee unanimously requested
that the penalty should be abolished.
